Establishes an eye and vision care center within the Department of Health to improve access to vision services in urban and underserved communities through county health departments.

Requires the eye and vision care center to coordinate with the Board of Optometry, Board of Opticianry, trade and charitable organizations, and local vision care specialists to provide no-cost or low-cost services.

Includes vision screening, eye examinations, eyeglasses and contact lens prescriptions, and corrective lenses as services to be provided by the center.

Adds eye and vision care services to the definition of "primary care services" under county health department delivery systems.

Takes effect July 1, 2016.
