Expires advanced cost recovery provisions for nuclear and integrated gasification combined cycle power plants on July 1, 2016, requiring all collected costs be returned to ratepayers by June 30, 2017.

Prohibits utilities from charging new fees, increasing existing fees, or raising rates to offset revenue loss from refunding advanced cost recovery fees to ratepayers.

Amends securitization provisions to reference "Florida Statutes 2016" for costs claimed under section 366.93 and requires final commission orders approving nuclear retirements or abandonments be issued before July 1, 2017.

Removes provisions limiting challenges to utilities' right to recover pre-commercial operation costs for nuclear and integrated gasification combined cycle power plants, allowing such costs to be subject to prudency reviews.

Repeals section 366.93 on July 1, 2017.
