Authorizes the Department of Agriculture and Consumer Services to specify circumstances when written 24-hour advance notice of fumigation is not required and to determine what notice is required in those circumstances.

Removes provisions allowing fumigation advance notice to be given by telephone, facsimile, or electronic communication in emergency situations.

Requires the department to adopt rules mandating safety measures for clearance of residential structures before reoccupancy after fumigation, including extended aeration times or specific clearance procedures.

Authorizes the department to establish registration and reregistration conditions for structural fumigants, including requirements for distributor and end-user training, continuing education approval, quality assurance reviews, and reporting of probation or stop-sale notices.

Takes effect July 1, 2016.
