Renames the Division of Florida Condominiums, Timeshares, and Mobile Homes as the Division of Florida Condominiums, Homeowners' Associations, Timeshares, and Mobile Homes, and updates all references throughout Florida statutes.

Creates new homeowners' association regulatory framework giving the division jurisdiction to investigate complaints about developer control, improper turnover, financial issues, elections, and parcel owner access to records.

Requires homeowners' associations operating more than 2 parcels to pay annual fees of $4 per residential parcel to the division, effective January 1, 2017, with 10 percent penalty if unpaid by March 1.

Establishes written notice requirements of at least 14 days before board meetings where special assessments, assessment increases, or amendments to governing documents will be considered, regardless of contrary provisions in governing documents.

Restricts amendment of homeowners' association declarations to require affirmative vote of parcel owners representing two-thirds of voting interests of affected parcels, and implements new election procedures requiring secret ballots and limiting proxy voting for substantive matters.
