Replaces the variance system with a permit requirement for constructing or altering obstructions that exceed federal standards within 10 nautical miles of public-use airports.

Requires political subdivisions to adopt airport protection zoning regulations governing airport hazards and airport land use compatibility zoning regulations addressing landfills, noise contours, and runway protection zones.

Establishes that the Department of Transportation has 15 days to review local permit applications for technical consistency, with cranes and temporary structures under 18 months exempt from review unless requested.

Removes the board of adjustment variance process and creates a local administrative appeals process for permit decisions made by political subdivisions or their administrative agencies.

Requires all conflicting airport zoning regulations to be amended by July 1, 2017, and mandates that political subdivisions with airports adopt compliant zoning regulations by that date.
