Urges Congress to amend the National Voter Registration Act (NVRA) to allow states to require documentary proof of citizenship for voter registration applicants using the Federal Form.

Requests Congress amend the Immigration Reform and Control Act (IRCA) and Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) to grant states immediate access to the SAVE program database for verifying immigration status during voter registration.

Seeks clarification that the NVRA's 90-day pre-election removal prohibition does not prevent removal of noncitizens from voter rolls within 90 days of an election and that noncitizens can be removed at any time under general removal provisions.

References the 2013 Supreme Court decision in Arizona v. Inter Tribal Council of Arizona, Inc., which prevented Arizona from requiring citizenship documentation for Federal Form applicants, noting congressional amendment could override this holding.

Directs distribution of the memorial to the President, Congressional leadership, all Florida Congressional delegation members, and presiding officers of state legislatures nationwide.
