Proposes constitutional amendment to Article IX, Section 1 to establish minimum salary requirements for Florida public school teachers by 2017.

Requires new full-time public school teachers to earn at least the national average salary for new teachers and experienced full-time teachers to earn at least the national average salary for experienced teachers.

Mandates that salary increases resulting from this amendment are independent of and cannot alter, jeopardize, or decrease existing employee benefits.

Designates the state, rather than school districts, as responsible for funding any salary increases required by this amendment.

Specifies that the amendment does not impair collective bargaining rights.
