Establishes that home education programs are not school district programs and are exempt from school day requirements.

Requires school districts to provide home education students access to career and technical courses, industry certifications, national assessments, and standardized assessments with notification of dates, times, locations, and deadlines.

Authorizes school districts to provide exceptional student education-related services to eligible home education students with disabilities who enroll in public school for those services, with funding through the Florida Education Finance Program.

Provides home education students an annual textbook reimbursement of $81.42 to be disbursed by a nonprofit scholarship-funding organization selected by the Department of Education.

Allows home education students to participate in dual enrollment programs without a high school grade point average requirement if they meet minimum placement test scores, and requires each public postsecondary institution to develop a comprehensive dual enrollment articulation agreement for home education students.
