Replace terminology of "paternity" with "parentage" throughout Florida statutes relating to birth certificates and parental determination (sections 382.015, 382.013, 742.011, 742.091, 742.105, 742.11, and 742.13).

Update birth certificate language to recognize same-sex spouses by replacing references to "husband" and "father" with gender-neutral terms such as "spouse," "parents," and "former spouse."

Change mandatory language from "shall" to "must" in sections governing preparation and filing of new birth certificates for adoption, parentage determination, and affirmation of parental status.

Require clerks of court to implement monitoring and quality control plans to ensure judicial determinations of parentage are reported to the Department of Health within 30 days, with quarterly compliance reporting by county.
