Applicants ineligible for a social security card must provide proof of a taxpayer identification number or a number associated with their identity document instead.

Expands acceptable identity documents to include foreign passports, foreign birth certificates, and consular identification documents issued by Mexico or substantially similar documents from other governments.

Driver licenses issued based on foreign documents are valid for no more than 1 year or until the presented document expires, whichever is earlier.

Prohibits the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, and skills tests for applicants who prove identity using foreign passports, foreign birth certificates, or consular identification documents.

Requires the department to mark all licenses as REAL ID Act compliant once the U.S. Department of Homeland Security notifies the state of achieving full compliance with the REAL ID Act of 2005.
