Creates the Early Childhood Music Education Incentive Pilot Program within the Department of Education for 3 school years beginning 2016-2017, expiring June 30, 2019

Requires participating school districts to provide music education for all kindergarten through grade 2 students, with at least 30 consecutive minutes of instruction 2 days per week taught by certified music educators

Selected districts receive $150 per full-time equivalent student in grades K-2 enrolled in the comprehensive music education program, subject to legislative appropriation

Commissioner of Education selects participating districts based on proximity to the University of Florida and needs-based criteria established by the State Board of Education

University of Florida's College of Education must evaluate program effectiveness through quantitative analysis of student achievement and qualitative evaluation of enrolled students
