Requires local governments to include protection of private property rights as an element in their comprehensive plans.

Mandates adoption of a private property rights element addressing: consideration of impact to private property rights in government decisions, encouragement of economic development, use of alternative innovative solutions, and consideration of harm from plan noncompliance.

Requires counties and municipalities to adopt land development regulations consistent with the private property rights element within 1 year of its adoption.

Sets deadline of July 2018 or the next evaluation and appraisal update review for each local government to adopt a private property rights element.

Requires state land planning agency to approve private property rights elements that substantially comply with a specified form containing a goal, objectives, and policies balancing private property rights with comprehensive plan provisions.
