Changes violation of school bus stop signal law from a moving violation to reckless driving when a vehicle passes a school bus on the side where children enter and exit.

Adds a $65 fee to fines for reckless driving violations under the school bus law, with funds deposited into the Emergency Medical Services Trust Fund for trauma center support.

Maintains a $65 fee for violations of the basic school bus stop requirement (failing to stop) as a moving violation under chapter 318.

Removes the previous $200 civil penalty and 180-day to 1-year driver license suspension for second or subsequent school bus violations within 5 years.

Effective date is October 1, 2016.
