Defines "matchmaking service provider" as any person, agency, or software program that arranges introductions for people seeking romantic partners or friends, including online dating websites and mobile applications.

Requires matchmaking service providers operating in Florida to include a bold, capital statement in written contracts and on website home pages indicating whether they do or do not conduct criminal history records checks.

Mandates that providers conducting criminal history records checks must inform any user attempting to contact someone with a felony or sex offense conviction of that person's criminal history, annually update member profiles, and retain background check records.

Creates a civil cause of action allowing members or users to sue for violations, with remedies including refunds of all payments made, plus attorney fees and court costs.

Effective date: July 1, 2016.
