Establishes a Driver License Reinstatement Days pilot program in Broward, Duval, Hillsborough, Miami-Dade, Orange, and Pinellas Counties, with participation from the Department of Highway Safety and Motor Vehicles, state attorney, public defender, courts, and community organizations.

Clerks of court select event dates where persons with suspended licenses may apply for reinstatement; participants must pay the full reinstatement fee, but clerks may compromise or waive other fees and costs.

Eligible for reinstatement are persons whose licenses were suspended for driving without a valid license, driving with suspended license, unpaid penalties, failure to appear in court, or traffic citation violations.

Ineligible persons include those with suspensions for unpaid child support, driving under the influence, incomplete required driver education programs, traffic-related felonies, habitual traffic offender status, or offenses committed outside pilot program counties.

Department of Highway Safety and Motor Vehicles must report results and recommendations to the Governor and Legislature by October 1, 2017; the program is repealed on that same date.
