Requires applicants for armed security officer (Class "G") licensure to complete substance abuse and mental illness coursework at a department-licensed school or training facility.

Mandates the Department of Business and Professional Regulation establish rules determining the general content and number of hours required for the substance abuse and mental illness coursework.

Requires applicants to provide a statement from a licensed mental health professional in Florida confirming the applicant has been evaluated and does not have a mental illness.

Maintains existing requirement that applicants satisfy firearms training outlined in section 493.6115, Florida Statutes.

Takes effect July 1, 2016, and is cited as the "Kijuan Byrd and Michael Smathers Act."
