Creates section 1004.055, Florida Statutes to exempt certain data and information from public records and open meetings requirements for state universities and Florida College System institutions.

Exempts risk assessments, risk mitigation plans, internal security policies, audit results, security incident investigations, system authentication credentials, and related technical information from disclosure under Florida public records law and the state constitution.

Requires that exempt portions of meetings be recorded and transcribed, with transcripts remaining confidential unless a court determines the meeting was not restricted to exempt topics.

Allows disclosure of exempt information to the Auditor General, Chief Inspector General, Cybercrime Office, and other state or federal agencies for purposes of preventing or responding to terrorism, with receiving entities required to maintain the exempt status.

Subjects the exemption to the Open Government Sunset Review Act and repeals automatically on October 2, 2021 unless reenacted by the Legislature.
