Recognizes Steele's role as president of state and local NAACP chapters, president of the Inter-Civic Council, and first vice president of the Southern Christian Leadership Conference

Acknowledges Steele's participation in freedom rides, voter registration campaigns, the Poor People's Campaign, and Operation Breadbasket despite threats and harassment

Takes effect July 1, 2016
