Defines "qualified program personnel" as individuals at least 18 years old who pass a criminal background check and are employed by or enrolled at FAMU

Mandates designation of research facility areas as "general access" or "limited access," with hemp cultivation, processing, storage, and research areas restricted to qualified personnel and accompanied visitors
