Expands college credit eligibility for military training to "servicemembers or veterans" of the United States Armed Forces at public postsecondary institutions.

Adds four new standardized examinations to those requiring college credit equivalencies: Excelsior College subject examination, DANTES subject standardized test, and Defense Language Proficiency Test (DLPT).

Revises tuition waiver residency requirement for Purple Heart and combat decoration recipients to include those "currently or" at the time of military action who were state residents.

Allows Defense Language Institute Foreign Language Center program completion and DLPT passing scores to satisfy educator certification requirements for foreign language teaching positions.

Takes effect July 1, 2016.
