Directs the Department of Health to expand newborn screening statewide to include adrenoleukodystrophy screening when the condition is adopted for inclusion on the federal recommended uniform screening panel.

Amends section 383.14, Florida Statutes, to add adrenoleukodystrophy to the list of conditions screened for in newborns through state rules and regulations.

Requires the department to consult with the Genetics and Newborn Screening Advisory Council when implementing the expanded screening requirements.

Changes language in statute from "prior to" to "before" regarding the timing of phenylketonuria testing for newborns.

Takes effect July 1, 2016.
