Requires the Department of Lottery to verify lottery prize claimants ($600+) for unpaid registration debts owed by career offenders, sexual predators, and sexual offenders, with such debts paid from prize winnings before disbursement to winners.

Establishes a mandatory additional 10-year consecutive prison sentence for sexual offenders and sexual predators who commit specified serious crimes (capital, life, or first-degree felonies; sexual abuse crimes) after committing a prior qualifying offense.

Authorizes sheriffs to assess registration fees for offenders: up to $200 annually for sexual predators, $100 for sexual offenders, $50 for career offenders, and $25 for convicted felons; includes $300 initial fee for out-of-state offenders and allows indigency waivers.

Enhances penalties for forcing someone into prostitution from third-degree felony to second-degree for first offense, first-degree for second offense, and first-degree for third or subsequent offenses.

Changes sexting penalties for minors from noncriminal violation to misdemeanor of the second degree for first offense, first-degree misdemeanor for second offense, and third-degree felony for third or subsequent offenses.

Establishes mandatory probation and community control conditions for sex offenders convicted after October 1, 2016, including curfews, treatment program participation, polygraph testing, electronic monitoring, and prohibitions on contact with minors if victim was under 18.
