Revises apprenticeship definitions in Florida Statutes, replacing "journeymen" with "journeyworker" and expanding the definition to include mentors, technicians, and specialists with documented skills and knowledge.

Removes restrictions on apprenticeable occupations by deleting prohibitions against selling, retailing, managerial, and professional/scientific vocations, allowing broader trades to qualify.

Requires Florida College System institution presidents to develop articulation agreements with registered apprenticeship programs that include at least two general education courses and provide pathways to degree programs.

Establishes the Florida Apprenticeship Grant Program (FLAG) to provide competitive grants to Florida College System institutions for creating or expanding apprenticeship programs, with priority given to information technology, health, and machining/manufacturing sectors.

Creates the Rapid Response Grant Program to award grants for expanding or implementing high-demand postsecondary programs at Florida College System institutions, with funds supporting enrollment expansion and new program development.
