Employee salaries at nongovernmental organizations, quasi-governmental entities, and nonprofits receiving state-appropriated funds (including federal pass-through funds) are capped at the salary of the highest-paid comparable state agency secretary, director, or supervisor overseeing a similar number of employees

Organizations may exceed the salary cap only with approval from the Legislative Budget Commission

Administrative costs, including salaries, are limited to 15% or less of state-appropriated funds received by these organizations

Organizations that accumulate $5 million or more in total reserves become ineligible for state-appropriated funds until reserves fall below $2 million

The "comparable state agency" definition excludes the Executive Office of the Governor, Cabinet member offices, courts, and legislative leadership offices
