Requires vehicles transporting children by public entities or private organizations for hire (schools, camps, churches) to be equipped with approved alarm systems by January 1, 2017 that prompt drivers to inspect vehicle interiors and exteriors for children before departing.

Mandates alarm systems in vehicles used by child care facilities and large family child care homes by January 1, 2017 with the same inspection prompting functionality.

Requires all school buses to be equipped with approved alarm systems by January 1, 2017 that alert drivers to inspect vehicles for children before departure.

Directs the Department of Highway Safety and Motor Vehicles, Department of Children and Families, and State Board of Education to adopt rules and maintain lists of approved alarm manufacturers and systems for their respective vehicle categories.

Short title: "Haile Brockington Act"; effective July 1, 2016.
