Requires county supervisors of elections to establish an election alert system allowing voters to receive text or email notifications when voting begins, sent by 11 a.m. on the first day of early voting and on election day

Mandates that absentee ballots include a postage prepaid, preaddressed return envelope, with costs reimbursed to counties by the Division of Elections

Allows voters who received but haven't returned an absentee ballot to return the voted ballot at their polling place on election day and deposit it directly into the voting system

Effective date of July 1, 2016
