Creates the Telehealth Task Force within the Agency for Health Care Administration with 21 members including the Secretary of Health Care Administration (chair), State Surgeon General, hospital representatives, health insurers, health care practitioners, and telehealth product vendors.

Requires the task force to compile and analyze data on telehealth use, costs, types of services available, health insurance coverage for telehealth compared to in-person services, and barriers to implementation by June 30, 2017.

Authorizes health care practitioners, behavior analysts, and certified individuals to provide telehealth services using synchronous or asynchronous telecommunications technology for patient assessment, diagnosis, treatment, consultation, and remote monitoring within the scope of their license or certification.

Excludes telehealth products from the definition of "discount medical plan" under Florida law.

Task force repeals effective December 1, 2017; bill takes effect July 1, 2016.
