Mandates supervisors notify the Department of State and post information on both their and the state website at least 60 days before making changes to precinct boundaries or polling place locations.

Requires supervisors to post descriptions of precinct and polling place changes on their official website within 10 days of any change.

Establishes that primary elections must be open to all qualified electors if all candidates have the same party affiliation, even when write-in candidates are present in the general election.

Prohibits private property owners from restricting access or designating no-solicitation zones on their property during periods when it is being used as a polling place or early voting site.
