Extends the deadline for applicant certification under the Qualified Defense Contractor and Space Flight Business Tax Refund Program from June 30, 2014 to June 30, 2018.

Allows existing tax refund agreements in place on the new expiration date to continue in effect according to their terms.

Amends section 288.1045, Florida Statutes.

Takes effect July 1, 2016.
