Creates s. 943.0323, F.S., prohibiting state agencies, political subdivisions, employees, and recipients of state funds from assisting with the entry or resettlement of "restricted persons" (foreign refugees or immigrants from areas where potential invaders are known to originate or train) without gubernatorial authorization

Requires resettlement assistance programs to submit personal identifying information (passport, fingerprints, addresses) of foreign refugees and immigrants to the Department of Law Enforcement for background screening within specified timeframes

Mandates FDLE to conduct background screenings within 15 days of receiving information and report results to the Governor and U.S. Department of Homeland Security, including whether the individual is classified as a restricted person or invader

Grants the Governor broad powers to use police, emergency, and military force to prevent restricted persons from entering or resettling in the state, and to monitor their presence

Authorizes and directs the Governor and Attorney General to independently challenge federal laws or regulations that encourage resettlement of restricted persons and to take legal action to prevent their entry into Florida
