Establishes a competency-based innovation pilot program within the Department of Education beginning in the 2016-2017 school year, where students advance based on mastery of concepts and skills rather than timeframe.

Authorizes public schools in Lake, Palm Beach, Pinellas, and Seminole Counties; P.K. Yonge Developmental Research School; and schools designated by the Commissioner of Education to apply for program approval with applications including vision, goals, professional development plans, and technology integration strategies.

Authorizes the State Board of Education to grant waivers relating to credit awards and pupil progression in addition to existing waivers under Florida Statutes section 1001.10(3).

Requires students in the pilot program to be reported and funded consistent with standard Florida public school funding requirements, with the Department of Education compiling student and staff schedules and providing access to statewide assessments.

Requires the Department of Education to submit annual reports by June 1 to the Governor and Legislature summarizing pilot program activities and recommendations for statewide implementation, with the program expiring on June 30, 2021.
