Removes the scheduled repeal date of October 2, 2016 for the exemption in section 119.071, F.S. that shields sealed bids, proposals, or replies submitted in response to competitive solicitations from public records disclosure until notice of intended decision or 30 days after opening, whichever is earlier.

Removes the scheduled repeal date of October 2, 2016 for the exemption in section 286.0113, F.S. that protects portions of public meetings where vendors negotiate, present orally, or answer questions as part of competitive solicitations, and protects discussions of negotiation strategies in team meetings.

Maintains that recordings and records from exempt meeting portions remain confidential until the agency provides notice of intended decision or 30 days after opening bids/proposals, whichever occurs earlier, with a maximum 12-month exemption period if all bids are rejected and the solicitation is reissued.

Takes effect October 1, 2016.
