Requires each district school board to use purchasing agreements and state term contracts available under Florida Statutes section 287.056 for nonacademic commodities and contractual services.

Allows school districts to opt out of using these agreements only if they determine it is not economically advantageous to do so.

Mandates school boards provide written justification for any determination that the agreements and contracts are not economically advantageous and post this statement on the district's website.

Maintains existing requirements that state universities comply with Board of Governors regulations for purchases and leases.

Takes effect July 1, 2016.
