Authorizes electronic prescribing of all controlled substances in Schedules II, III, IV, and V pursuant to applicable federal law.

Removes the requirement that wholesale distributors assess whether orders exceed 5,000 unit doses of any one controlled substance in one month.

Allows designated representatives of pharmacies, prescribers, and dispensers to access patient prescription drug monitoring program records for reviewing controlled substance prescription history.

Permits impaired practitioner consultants retained by the Department of Health to access prescription drug monitoring program records of program participants and referrals who have provided written consent.

Authorizes the Attorney General and health care regulatory boards to receive designees in addition to themselves when requesting confidential information from the prescription drug monitoring program.
