Replaces the term "regional workforce development boards" with "local workforce development boards" throughout Florida's workforce development statutes to align with federal Workforce Innovation and Opportunity Act (WIOA) terminology.

Changes state workforce plan from a 5-year to a 4-year plan consistent with federal WIOA requirements, and requires CareerSource Florida, Inc., to enter into a memorandum of understanding with the Department of Education to ensure compliance with federal mandated requirements.

Revises CareerSource Florida, Inc., board membership requirements to include the vice chairperson of Enterprise Florida, Inc., and one member representing each WIOA partner program, and specifies membership must be consistent with federal law.

Establishes regional planning areas by March 1, 2018, with local workforce development boards and chief elected officials preparing regional workforce development plans as required by federal law.

Removes outdated references to the Workforce Investment Act and replaces them with the Workforce Innovation and Opportunity Act (Pub. L. No. 113-128) throughout the statutes; deletes provisions authorizing optional federal partners to negotiate Department of Labor issues and requiring their mandatory participation by the second year of the plan.
