Prohibits suspension of driver's licenses solely for failure to pay fines or penalties if the person demonstrates financial hardship through documentation of unemployment benefits, disability, bankruptcy, or indigency status

Reduces mandatory license revocation/suspension periods for drug offenses from 1 year to 6 months for persons 18 and older convicted of controlled substance violations

Repeals several laws that required automatic driver's license suspension for non-driving offenses including school truancy (s. 322.091), theft convictions (s. 812.0155), worthless check cases (s. 832.09), and certain alcohol/tobacco violations by minors

Requires courts to inquire about a person's ability to pay traffic fines and allows community service at federal minimum wage rates as an alternative to paying civil penalties for those with demonstrable financial hardship

Makes collection of unpaid court fees by private attorneys or collection agencies discretionary rather than mandatory, requires competitive bidding for collection contracts, and caps collection fees at 40% of the amount owed
