Adds a cybersecurity expert requirement to the Technology Advisory Council membership as one of the Governor's four appointees.

Requires the Agency for State Technology to establish comprehensive information technology security standards including cybersecurity, with risk assessments and security audits that may be completed by private sector vendors.

Mandates state agencies establish computer security incident response teams and implement tiered reporting procedures for information technology security incidents to the Agency for State Technology and Department of Law Enforcement based on severity level.

Requires all state agency employees receive information technology security and cybersecurity awareness training within 30 days of commencing employment.

Effective July 1, 2016.
