Governor shall annually develop specific recommendations for improving governmental operations and reducing costs, to be submitted to the Legislature within 14 days after submitting the recommended budget.

Each recommendation must identify the affected state agency, estimated impact on state expenditures and revenues, and any statutory changes necessary for implementation.

Governor may consider reports from the Auditor General, Office of Program Policy Analysis and Government Accountability, Government Efficiency Task Force, agency inspectors general, and public submissions when developing recommendations.

State agencies implementing Governor-recommended efficiency measures must submit quarterly reports for 2 years to legislative appropriations committees and the Legislative Budget Commission detailing implementation status and cost impacts within 30 days of each fiscal quarter close.

Effective date: July 1, 2016.
