Repeals the program for prevention and treatment of severe self-injurious behavior and reorders definitions related to developmental disabilities in s. 393.063, including adding "Down syndrome" to the definition of developmental disability.

Establishes priority categories for clients waiting for waiver services, with Category 1 (crisis situations) receiving first priority, and allows individuals whose parent or legal guardian is active duty military to receive home and community-based services if they were receiving such services in another state.

Creates The Arc Dental Program within the Agency for Persons with Disabilities to assist The Arc of Florida in providing dental services to individuals with intellectual or developmental disabilities, contingent upon appropriation.

Revises the iBudget allocation methodology to include four new categories of extraordinary needs qualifying for funding increases, including loss of caregiver, complex medical conditions, transportation needs for day training or employment, and significant service needs after the service plan year begins.

Requires annual reviews by qualified evaluators for persons involuntarily admitted to residential services, with court hearings to determine continued appropriateness of involuntary placement, and modifies comprehensive transitional education program requirements including clinical director qualifications and integration with school districts.
