Terminates the Working Capital Trust Fund (FLAIR number 60-2-792014) within the Department of Children and Families, with all balances and revenues transferred to the Federal Grants Trust Fund within the same department.

Terminates the Operations and Maintenance Trust Fund (FLAIR number 20-2-516004) within the Department of Health, with all balances and revenues transferred to the Federal Grants Trust Fund within the same department.

Requires the respective departments to pay outstanding debts and obligations of the terminated funds, and directs the Chief Financial Officer to close out and remove the funds from state accounting systems using generally accepted accounting principles.

Removes references to the Working Capital Trust Fund from section 17.61 and section 20.195, Florida Statutes, and removes references to the Operations and Maintenance Trust Fund and Nursing Student Loan Forgiveness Trust Fund from section 20.435, Florida Statutes.

Repeals section 392.69, Florida Statutes, relating to Department of Health appropriations and tuberculosis control, and updates a cross-reference in the Lawton Chiles Endowment Fund provisions; effective July 1, 2016.
