Establishes $25 annual use fees for 36 new specialty license plates including Sun Sea Smiles, Support Special Needs Kids, America the Beautiful, Team Hammy, Vision For Excellence, Go Boating, Paddle Florida, I Stand With Israel, Save Our Shores Florida, Furry Friends, and others.

Adds North American Soccer League teams to the Florida Professional Sports Team license plate program and expands the definition of "major sports events" to include NASL championships.

Directs the Department of Highway Safety and Motor Vehicles to develop specialty plates for Orlando City Soccer Club and Tampa Bay Rowdies as North American Soccer League teams.

Specifies distribution of annual use fees from specialty plates to designated organizations, with most plates allocating funds to support charitable causes such as scholarships, youth programs, wildlife conservation, disease awareness, and community development.

Makes the bill contingent on the adoption of similar legislation (SB 1390) in the same legislative session, with an effective date of October 1, 2016.
