• Authorizes the Department of the Lottery to create a program allowing persons 18+ to purchase lottery tickets at point-of-sale terminals using credit/debit cards, with rules limiting purchase amounts and protecting exclusivity provisions of Indian gaming compacts.

• Establishes a permit reduction program funded by Seminole Tribe revenue share payments (up to $20 million) to purchase and cancel active pari-mutuel permits, transitioning to a thoroughbred purse supplement program by July 1, 2018 to support live thoroughbred racing.

• Prohibits new pari-mutuel permits after July 1, 2016; allows permitholders to place permits in inactive status for up to 24 months; revokes permits of operators who fail to obtain operating licenses for more than 24 consecutive months or fail to pay taxes for more than 24 consecutive months.

• Creates reporting requirements for racing greyhound injuries within 7 days; requires greyhound racing permitholders to provide adoption booths with sterilization services at their facilities.

• Reduces greyhound racing tax on handle from 5.5% to 1.28%; modifies slot machine tax rates and operational hours; removes referendum requirements for certain facility relocations and permit transfers.
