HJR 1 (2017) - Judicial Term Limits

• Proposes constitutional amendment to Section 10 of Article V and new section in Article XII establishing 12-year consecutive service limit for Florida Supreme Court justices and district court of appeal judges

• Prohibits justices and judges who have served 12 consecutive years in the same office from appearing on retention ballots

• Bars ineligible justices from appointment to Florida Supreme Court vacancies and ineligible judges from appointment to district court of appeal vacancies for at least one year after leaving office

• Effective date of January 9, 2019, with service time prior to that date not counted toward the 12-year limit for judges and justices in office on that date

• Requires voter approval at general election or special election; includes ballot language summarizing the term limit restrictions
