Requires employee organizations to include in annual renewal applications detailed information about each certified bargaining unit they represent, including the number of eligible employees and the number of dues-paying versus non-dues-paying members.

Revokes certification of an employee organization that fails to submit required bargaining unit information when applying for registration renewal.

Requires employee organizations with dues-paying membership below 50 percent of eligible employees in a unit to petition for recertification within 1 month of applying for renewal or face revocation of certification.

Exempts law enforcement officers, correctional officers, and firefighters from the recertification and certification revocation requirements.

Takes effect July 1, 2017.
