Expands the definition of "disability" for the Gardiner Scholarship Program to include rare diseases affecting fewer than 200,000 individuals in the United States and specifies that an IEP need not have been reviewed within the last 12 months for eligibility.

Prohibits students enrolled in the Florida School for the Deaf and the Blind from receiving Gardiner Scholarships and closes accounts that have been inactive for three consecutive fiscal years, with remaining funds reverting to the state.

Establishes that consecutive years of material exceptions in a private school's accounting procedures constitute grounds for program ineligibility and requires parents to approve each funds transfer payment.

Revises the Florida Tax Credit Scholarship Program to allow children of active-duty military members to apply at any time and modifies income eligibility thresholds for the 2016-2017 school year and thereafter to allow students with household income up to 260 percent of federal poverty level.

Authorizes scholarship payments by funds transfer (debit cards, electronic payment cards, or other commercially viable means) and requires parents to approve transfers before funds are deposited; increases scholarship amount limits for private school students in the 2016-2017 year and thereafter.
