Prohibits local governments (counties, municipalities, special districts, school districts, and political subdivisions) from adopting new regulations on businesses, professions, and occupations on or after July 1, 2017, unless expressly authorized by general law.

Preempts regulation of businesses, professions, and occupations to the state, superseding all local government regulations with limited exceptions.

Permits local regulations adopted before July 1, 2017, without general law authority to remain in effect until July 1, 2020, when they automatically expire.

Allows local governments retaining pre-July 1, 2017 regulations to only repeal or reduce those regulations, prohibiting any modifications or additional regulations on the same business, profession, or occupation.

Voids and prohibits enforcement of any local regulation not expressly authorized by general law under this section.
