Establishes the Florida Slavery Memorial to recognize the injustice and inhumanity of slavery in the United States and American Colonies and honor enslaved men, women, and children.

Places administration of the memorial under the Department of Management Services.

Requires the Department of Management Services to develop a plan for the memorial's design, placement, and cost for submission to the Governor, President of the Senate, and Speaker of the House.

Specifies that the memorial's location must be on the Capitol Complex premises (as defined in s. 281.01) but excludes the State Capital Circle Office Complex.

Requires the department to consider recommendations from the Florida Historical Commission and coordinate with the Division of Historical Resources of the Department of State when developing the plan; effective July 1, 2017.
