Creates section 295.156 of Florida Statutes requiring the Department of Veterans' Affairs to contract with individuals, nonprofits, state universities, or Florida College System institutions to provide alternative treatment options for veterans certified with traumatic brain injury or posttraumatic stress disorder.

Defines "alternative treatment" as therapeutic services not part of standard VA medical care but supported by at least one scientific or medical peer-reviewed study showing positive effects on traumatic brain injury or posttraumatic stress disorder.

Requires alternative treatment to be provided under the direction and supervision of individuals licensed under Florida chapters 458, 459, 460, 464, 490, or 491 (physicians, nurses, psychologists, social workers, and other healthcare professionals).

Mandates contracted individuals or entities submit annual reports to the department detailing each alternative treatment provided, the number of veterans served, and treatment outcomes.

Takes effect July 1, 2017, and is subject to legislative appropriation.
