Creates section 772.13 of Florida Statutes establishing a civil cause of action for persons injured by acts of terrorism or violations where penalties are increased for facilitating or furthering terrorism.

Allows injured persons to recover threefold actual damages with a minimum of $1,000 plus reasonable attorney fees and court costs in trial and appellate courts.

Prohibits persons injured through their own participation in the same act or transaction that resulted in the terrorism act or penalty increase from bringing claims under this section.

Entitles defendants to recover reasonable attorney fees and court costs if a claimant's claim is found to lack support in fact or law, with courts prohibited from considering the opposing party's ability to pay such fees.

Takes effect July 1, 2017.
