CS/HB 77 Summary

• Prohibits sports franchises from constructing, reconstructing, renovating, or improving facilities on public land leased from the state or political subdivisions.

• Requires any sale of public land to a sports franchise for facility development to occur at fair market value.

• Mandates that contracts entered on or after July 1, 2017 between the state or political subdivisions and sports franchises include provisions requiring the franchise to pay any outstanding public debt if the franchise permanently discontinues use of the facility.

• Defines "facility" as a structure and adjoining land primarily used to host games or events by a sports franchise, and "sports franchise" as professional or semi-professional teams from major leagues including NFL, NHL, NBA, MLB, MLS, Minor League Baseball, and NASCAR-sanctioned events.

• Does not impair contracts entered into before July 1, 2017, and takes effect July 1, 2017.
